PURPOSE OF POSITION: To provide planning, direction and coordination of all activities related to data collection, analysis and reporting to support quality improvement teams, senior management and faculty conducting research in improvement science.

Responsibilities include:

Infrastructure Development:

  • Build the infrastructure needed for data, analyses and measurement tracking necessary to assist senior leadership in system-wide strategic planning and transformational change.
  • Develop a quality program for data and statistical support for system wide transformations including CCHMC consulting business to support local, state and national efforts.
  • Direct the design and implementation of the infrastructure needed for data display, statistical analyses and outcomes tracking needed by the Center for Health Care Quality (CHCQ) and the Physician Hospital Organization (PHO) for local and national collaborative efforts.
  • Develop and direct the statistical capabilities needed to support CHCQ faculty in improvement research.
  • Provide statistical consultations for CCHMC¡¿s outside consulting business.
  • Lead the development and implementation of a strategic plan to build necessary infrastructure to support data and analysis for performance improvement including identifying opportunities for automation, and technology, education, training, and personnel needs.
  • Build the infrastructure needed and direct staff to support the measurement and analysis needs of the performance improvement Clinical Systems Improvement infrastructure and strategic priorities, which includes service quality (patient satisfaction), patient safety, clinical and functional outcomes, access metrics and measures of patient flow.
  • Coordinate and facilitate the relationships between the various Divisions/departments, committees, and taskforces necessary to implement the performance improvement measurement tools.
  • Design and implement system(s) to coordinate, manage, spread and improve the performance improvement measurement efforts as they move forward.
  • Work with senior leadership to identify and move toward a future state culture which will support pursuing perfect care through improved data collection and reporting.
  • Develop and educate staff and faculty in the methodologies to create and utilize data for performance improvement.

Fiscal Management
  • Identify, evaluate and make fiscally responsible recommendations regarding resource and system needs for the department, to include finances, materials, human resources, capital and space.
  • Prepare, coordinate, and manage annual fiscal operating and capital equipment budgets for the area, working with the business director of Health Policy and Clinical Effectiveness
  • Support internal controls to safeguard the financial, information and human resources of Cincinnati Children¡¿s.

Staff Management
  • Ensure that a sufficient number of qualified and competent persons are available to accomplish the goals of the department.
  • Manage the selection, development, motivation, evaluation and discipline of reporting personnel. Ensure that job requirements and goals for each position are clear to employees. Determine and document the qualifications and competence on a continuing basis.
  • Provide leadership, mentoring and coaching of reporting personnel with the goal of developing the skills needed to facilitate achievement of team goals and enterprise-wide strategic priority goals.
  • Ensure that orientation, in-service training and continuing education are provided to division personnel to achieve satisfactory levels of competence.
  • Supervise all Quality Improvement Analysts, including those located in other departments/divisions. (ie. CHCQ and PHO)
  • Oversee data center for CHCQ.
  • Develop management staff to maximize the strengths and abilities of each.
  • Determine and monitor implementation of continuing education goals of the division. Promote professional input to in-service training programs, both for clinical and non-clinical staff.

GENERAL DUTIES AND RESPONSIBILITIES:
  • Develop and implement policies and procedures that guide and support the provision of services.
  • Maintain quality control programs. Ensure that quality control checks are conducted, records are maintained and that corrective action is taken as necessary.
  • Assure compliance with the standards of accrediting and regulatory agencies.
  • Assess, develop, implement and maintain appropriate divisional policies, procedures, job descriptions and philosophy as consistent with CCHMC policies and values.
  • Manage attendance at required CCHMC training sessions, including radiation safety, laboratory safety, bloodborne pathogens and OSHA. Enforce compliance with Infection Control policies and procedures.
  • Serve as the clinical services administrative representative on appropriate committees.
  • Enhance professional knowledge by attending seminars and professional meetings. Implement knowledge into the Division of Patient Services' procedures.
  • Participate in professional leadership activities, including community education programs, faculty relationships, professional association contributions and presentations on the state and national level.
  • Understands, adheres to and models Core Standards as defined organizationally and specifically within the department/unit.
  • Perform other duties as assigned.

Required:
  • Master's degree in statistics, quantitative analysis, business, health care administration or related discipline.
  • Minimum of 10 years experience coordinating/leading/facilitating large-scale survey/data development and analysis processes in a medium to large organization.
  • Minimum of five years experience reporting senior leadership.

Preferred:
  • PhD in statistics, quantitative analysis, business, health care administration or related discipline.
  • Experience within a healthcare system, hospital or medical center.

REQUIRED SKILLS:
  • Demonstrated ability to lead and manage a department of at least 15 people. Proficient team leadership skills ¡V goal setting, and evaluating, coaching, guiding, mentoring and rewarding employees.
  • Demonstrated organization, leadership, data management, quality improvement and management skills.
  • Demonstrated skills in building positive relationships with senior leaders, managers and employees, and community leaders and members.
  • Proficiency in the application of quantitative methods in quality improvement.
  • Effective verbal, written, and interpersonal communication skills.
  • Proficiency in Microsoft Word, Excel and Access.
  • Demonstrated diplomacy, tact and a professional demeanor.
  • Ability to relate to individuals of diverse age groups and demographic backgrounds.
  • Ability to interpret, implement and develop Cincinnati Children¡¿s Hospital Medical Center (CCHMC) policies and procedures.
